Philip Higgs, owner of Blackpool-based Catch22Bus Ltd, says that the Department for Transport (DfT) has agreed to hold a judge-led inquiry into a complaint made by the firm in March 2015 about the handling of a Public Inquiry.
The DfT has not commented, while the DVSA says that it is unable to comment, due to the inquiry.
Mr Higgs has made complaints about the nature of the investigation, reporting of allegations and disclosure of material.
He says that as a result, he made a formal complaint to DVSA CEO Gareth Llewellyn in September.
