South Wales Police has fined a community transport operator (CTO) for operating a local authority schools contract with a Section 19 (s19) permit.
The fines have been cited as an example of the “confusion” caused by the DfT’s proposed reforms to community transport regulations.
Neath-based DANSA Integrated Community Transport was fined £600 after a police spot check outside a primary school.
DANSA was told by police that it should be operating under an O-Licence, and was issued with penalty notices of £300 per vehicle.
DANSA and the Community Transport Association (CTA) declined to comment because the police case is continuing.
Neath Port Talbot Council says: “The contracts were awarded in line with [Section] 5.1 of the DfT updated guidance of 1 February 2018 on Section 19 and 22 permits.”
