A Marchants bus crashed into the side of a house in the Prestbury area of Cheltenham, injuring the driver, a cyclist and two passengers.
The vehicle veered off the road following a collision with the cyclist.
The bus driver is in a serious but stable condition, the others suffered minor injuries.
A police investigation into the crash is under way.
