For more than five decades, Bus Users UK has worked at the heart of the bus industry with a clear and consistent purpose: ensuring that passengers have a strong, independent voice while supporting a thriving, sustainable bus network.

Our role is often described as that of a passenger champion. In practice, it is something broader and more nuanced. We act as a critical friend to the bus industry, representing passenger interests while working constructively with operators, local authorities and government to support the long term success of bus services across the UK.

Bus Users UK is an independent charity representing bus passengers in England, Scotland and Wales. Our work spans alternative dispute resolution, research, policy development, passenger advocacy and industry engagement, giving us a unique perspective on both passenger experience and industry challenges.

At our core is a simple principle: successful bus services are built around the needs of passengers. When people feel confident and safe travelling by bus, confidence in the network grows and the whole system benefits.

One of the most important roles that Bus Users UK plays is representing the passenger perspective in national and regional policy discussions.

Transport policy is often shaped through the lenses of infrastructure, operations and finance. Our role is to ensure that the lived experience of passengers sits alongside those considerations.

We regularly contribute evidence to consultations, parliamentary inquiries and policy development processes, drawing on direct engagement with passengers and communities.

Through our complaints handling services and outreach work, we hear daily from people who rely on buses for work, education, healthcare and social connection. These insights allow us to bring real world experiences into industry conversations.

Passengers care about reliability, affordability, accessibility and safety. But they also care about how services make them feel: whether drivers are approachable, whether information is clear, and whether they feel confident travelling independently.

Those factors shape whether people choose the bus again. By bringing this perspective to decision-makers, we help to ensure policies and service designs genuinely reflect passenger needs.

Acting as a critical friend to the industry

The phrase ‘critical friend’ captures our relationship with the coach and bus sector well. As an independent and impartial organisation, we bring the passenger perspective into industry discussions, offering constructive challenge, informed insight and practical collaboration to support a stronger sector.

Alongside our advocacy work, we undertake research into passenger experience, accessibility and service design. This helps to identify both the barriers people face when using buses, and the solutions that can help to remove them.

Accessibility is a key focus. For many disabled passengers, buses are a lifeline to independence. Through engagement with disabled travellers and industry partners, we identify where improvements are needed and where good practice already exists.

Our research also explores factors affecting passenger confidence, including perceptions of safety and the clarity of travel information, helping operators and authorities to better understand what shapes passenger behaviour. By sharing these findings, we support informed decision-making and practical improvements on the ground.
