Jonathan Murray named Zemo Partnership MD on permanent basis

Longstanding transport decarbonisation specialist steps up after 16 months in acting position

Jonathan Murray named Zemo Partnership MD on permanent basis

Jonathan Murray (pictured) has been named Managing Director of Zemo Partnership. He takes up the position on a permanent basis after serving as Acting MD since March 2025 and brings over 30 years’ experience in the transport and environmental sector.

Mr Murray’s appointment comes at what the independent, not-for-profit organisation that brings together industry, government and stakeholders in road transport decarbonisation says is a pivotal moment for that sector, with surface transport emissions having grown slightly in 2025.

It adds that under his leadership, Zemo Partnership will:

    • Support the decarbonisation of all road transport modes through locally tailored solutions that stimulate economic growth, attract investment, and support regional regeneration
    • Develop an achievable, industry-led roadmap for decarbonising all road transport sectors
    • Shape policies that deliver a faster, more inclusive transition to electric vehicles
    • Deliver the Moving to Zero programme, which aims to accelerate the decarbonisation of commercial vehicle operations in Wales
    • Expand the role of high-blend sustainable fuels in road transport and extend its sustainable business activity into aviation, heat, power and marine, with certification to verify feedstock sustainability, supply chain traceability, and greenhouse gas emissions performance.

Zemo believes that increasing devolution of transport policy responsibilities to local authorities and new Prime Minister Andy Burnham’s commitment to expand that shift reinforces the role that regional and local decision-makers will play in delivering the transition to net-zero transport.

Speaking about his appointment, Mr Murray notes how a recent message from the Climate Change Committee makes clear the need for further action on road transport decarbonisation.

“We need to see a just transition that works across all road transport modes and uses all technological pathways,” he says. “I look forward to working with Zemo Partnership colleagues, members and stakeholders to tackle these challenges and break down remaining barriers, working in partnership to complete this historic mission.”

Zemo Partnership Chair Philip Sellwood CBE adds of the appointment of Mr Murray: “Jonathan brings a wealth of experience to his new role and a strong track record of working productively with private sector organisations to decarbonise road transport.

“He takes the reins at an exciting time for Zemo Partnership as we develop relationships with a UK government under new leadership, the devolved nations, and regional decision-makers.”
