Very interested in the Supreme Court wheelchair decision. Basically we cannot 'politely' ask a baby buggy user to vacate the wheelchair space when a wheelchair user appears at a later stop.
How would routeone or readers advise a driver if the wheelchair bay is already occupied by a chair user and, at subsequent stops, another one or two wheelchair users and a passenger with a baby buggy were wishing to board. Who now has priority or rights?
If there are, say, 25 empty 'normal' passenger seats but a wish by two or even three wheelchair users to board, what action must the driver take? He has a mostly empty bus but his wheelchair space is occupied. Should he refuse access to his bus to the intending wheelchair users at the later stops? And what are the 'rights' of those passengers if they are refused permission to ride?
