The Road Operators’ Safety Council (ROSCO) has appointed Ruth Graham (pictured, right) as a director. She is a Partner at DWF Law and brings more than 30 years of experience in specialist legal advice supporting the coach and bus industry to the organisation’s board.
Ms Graham has handled personal injury claims on behalf of operators since 1989, and has represented many of those in complex cases in the UK and overseas.
For over two decades she led the transport team at BLM and has worked closely with the Confederation of Passenger Transport, sitting on its claims and insurance subgroup for the same length of time. In the latter work she provided legal updates and guidance to members, helping to shape best practice across the sector.
As a leading lawyer recognised in The Legal 500, the appointment of Ms Graham to the ROSCO board further strengthens the organisation’s ability “to support operators and drivers in navigating an increasingly complex regulatory and safety landscape,” it says.
In addition, ROSCO has recognised 23 years of service from John Miller. He has supported and promoted the recognition of professional bus drivers via the Council for that time.
The organisation says that Mr Miller’s commitment “has helped to reinforce the value of professionalism and pride across the industry” and that thousands of drivers have been recognised for collision-free performance and adherence to high standards.
Mr Miller recently stepped back from the role of ROSCO Chair and was succeeded by John Burch (pictured, left), but he remains actively involved as a trustee. In that position to continues to contribute extensive knowledge and experience to the organisation’s future development.

“At the same time, we are proud to recognise John Miller’s 23 years of dedication to the scheme. His commitment to driver recognition and professionalism has made a lasting impact across our industry.”
ROSCO marked 70 years in 2025, and today works with over 80 operator members. It recognises the achievements of around 30,000 drivers per year through its awards scheme.
