Transport Secretary Chris Grayling has vowed to restore parts of the Bus Services Bill to its original form.
In a speech to the Confederation of Passenger Transport (CPT) Annual Dinner he said: “CPT advice has already resulted in improvements to the Bill’s proposed partnership powers.
“Our aims for the Bill are clear – to increase passenger numbers and improve services.
“But it’s got to have with the right checks and balances on those who wish to use the Bill’s powers.
“I don’t agree with some of the changes made to the Bill during its time in the House of Lords, such as giving every local authority bus franchising powers.
“We now have the opportunity to seek to reverse those changes, and we will take that opportunity before the Bill is passed.”
