The Confederation of Passenger Transport (CPT) has confirmed that upcoming changes to the arrangements for international regular and special regular services will not impact the requirements for Interbus and Transit international Waybills.
From 1 April, transitional Brexit arrangements for international regular and special regular services will formally transition to protocols under the Interbus Agreement. The transition is set out in the UK/EU Trade and Cooperation Agreement (TCA) and involves formal legislative adjustments within UK law to reflect the move to the regular and special regular Protocol.
Existing authorisation processes — including applications via DVSA — will remain unchanged, and all existing permits will remain valid until their expiry dates.
It means operators engaged in international occasional services such as tours and private hires will see no changes in how their services are governed or how waybills are used. CPT will continue to provide both members and non-members with Interbus and Transit international waybills, and the current usage requirements for these documents will remain consistent.
Amanda Lane, International Team Lead at the Department for Transport, reassured operators in a letter dated 13 March that the transition is largely administrative and designed to ensure legal continuity. “We anticipate minimal, if any, disruption resulting from this change,” she notes.
Operators are encouraged to refer to Chapter 10 of the CPT compliance manual for detailed guidance or to contact the trade body directly at operations@cpt-uk.org for support with international journeys.
