The refusal rate for applications for new Restricted PSV O-licences stands at 80%.
Nine-out-of-10 refusals relate to failures to meet the ‘main occupation’ rule. PSV operation cannot be the main occupation of restricted licence holders.
This was revealed by Deputy Traffic Commissioner Miles Dorrington when he refused an application for a new two-vehicle restricted licence by Manchester-based Khuzema Kapacee, a driver employed by Selwyns Travel, after the DTC was not satisfied that PSV operation would not be his main occupation.
