The necessity for operators to have written policies for drivers over the use of mobile phones when driving, and other matters, was emphasised by Traffic Commissioner (TC) Nick Jones.

It came after Caernarfon-based Arvonia Coaches appeared at a Public Inquiry, one of its drivers, Sean Davies, 51, (pictured) used a mobile phone while driving on a dual carriageway in Belgium. His actions were videoed by a passenger. Mr Davies was sacked by the firm, and the TC has banned him from holding a PSV licence for a year.

The TC said that most accidents were caused by driver error and any distraction could cause an accident.

The distraction caused by using a mobile phone meant that potentially the driver was more likely to have an accident.

He expected operators to have a written policy in place in regard to the use of mobile phones, as well as other matters.

The firm said it had a policy, but that drivers were made aware verbally. It now has a written policy in place.

The TC issued a formal warning to Arvonia Coaches. Mr Davies has not been prosecuted as the incident ocurred outside the UK.
