BSIP allocations in England for FY2025/26 see significant variation

BSIP allocations for FY2025/26 announced by government

Mayoral Combined Authority areas have been the biggest winners in FY2025/26 Bus Service Improvement Plan (BSIP) allocations in England, with seven of the 10 highest settlements to go to those bodies.

Monies are divided into capital and revenue streams, with each local transport authority (LTA) also to receive up to £125,000 as a capability and capacity allocation.

The eight large metropolitan areas that are part of the City Region Sustainable Transport Settlement (CRSTS) mechanism have been allocated no capital funding from the FY2025/26 BSIP round, but all bar the Tees Valley Combined Authority will gain eight-figure revenue sums.

Leading those is the Greater Manchester Combined Authority, which is allocated £43.8 million of revenue funding less the capability and capacity supplement. The second-biggest overall allocation is £40.6 million to the recently formed East Midlands Combined Authority, which is not part of CRSTS. That is split almost equally over capital and revenue.

The West Midlands Combined Authority – which is within CRSTS – will get £37.2 million as revenue less capability and capacity, placing it third highest among FY2025/26 BSIP overall allocations.

Of non-Combined Authority areas, Lancashire County Council will get the most with a cumulative allocation of £25.3 million. Kent County Council is to see £22 million, and Essex County Council will receive £16.6 million. Rutland County Council gets the least, at £560,000.

In total, £670,116,617 has been awarded to 75 LTAs. The remainder of the £712 million figure for those organisations cited by the government is made up of LTA BSOG allocations.

A combination of population, mileage and deprivation has been used in calculating BSIP capital and revenue funding allocations. Individual LTA combined totals in alphabetical order are:
