Passengers took 900,000 fewer journeys with Bus Éireann last year as industrial action hit the service.
Bus Éireann was the only state public transport provider to carry fewer passengers, with journey numbers falling to 31.2m.
Overall, journeys on state-run rail, bus, coach and tram increased by 7%, up 16m in 2017.
