Richard McGuckin has been appointed Chair of the Urban Transport Group (UTG), a position he will hold alongside his responsibilities as Deputy Chief Executive of the Liverpool City Region Combined Authority (LCRCA).
Mr McGuckin has been a member of the UTG board of directors since 2022. He also serves as Executive Director of Place at LCRCA and Director General of Merseytravel.
His appointment to lead UTG follows the conclusion of an extended three-year tenure for former Chair Steve Warrener, who is Managing Director of Transport for Greater Manchester. Concurrently, South Yorkshire Mayoral Combined Authority Executive Director of Transport Melanie Corcoran has been appointed Vice-Chair.
With LCRCA, Mr McGuckin leads the region’s most ambitious transport and infrastructure programme. As a multi-billion-pound investment, it is shaping the future of mobility in the Liverpool City Region and driving progress in sustainable energy.
His portfolio includes growth of a complex and integrated transport network that captures franchised bus services, Merseyrail and Mersey Ferries. It also spearheads Mersey Tidal, which is a large renewable energy project that is set to power the region for generations.
Speaking about his appointment by UTG, Mr McGuckin says: “Transport is at the heart of everyday life, making it easier to access jobs, education, leisure, and essential services.
“It connects people and communities, opens up opportunities, drives economic growth and underpins the success of our regions. I am really proud to work in such a vital sector, and that is why I am delighted to take on this role as Chair of the Urban Transport Group.
“I am passionate about shaping stronger, better-connected and resilient communities, and together with colleagues across the UTG network, we will continue to shape transport systems that are inclusive, sustainable, future-focused and truly make a difference for people.
“I would like to extend our sincere thanks to Steve Warrener for his leadership during the past three years. He has been a true champion of UTG, strengthening progress and collaboration across the network.”
