DfT releases new code of practice for MaaS

A new government code of practice could make information more accessible and lead to better visibility of cheaper trips for users of Mobility-as-a-Service (MaaS).

The Mobility as a Service: code of practice guidance released today by the Department for Transport are designed to improve the experience for those using apps such as Citymapper and Google Maps and to facilitate “cheaper, safer and more accessible journeys”.

App platform providers are encouraged to consider accessibility needs when suggesting routes and safety of app users such as by allowing them to see journeys via main roads only, and offer appropriate offline support so that those who do not have good internet connectivity are not disadvantaged. The publishing of CO2 savings information on such apps is also encouraged.

DfT also says encouraging more choice and competition should lead to better value for money for customers. It calls for transparency when it comes to best prices and when a particular option is promoted due to a commercial arrangement.

The guidelines recommend that platform providers, transport operators and local authorities work collaboratively for the benefit of customer value and convenience. DfT would also like to see more sharing of data between providers when it comes to service occupancy, timetable data, price and accessibility.

Technology and Decarbonisation Minister Jesse Norman says: “New technologies are transforming how we travel, making journeys easier for those with disabilities and connecting rural towns and villages better, among much else.

“With the new code of practice, the Department for Transport (DfT) is encouraging app providers to make the most of the new technology, helping to ensure potentially vulnerable groups and communities are not left behind.”

DfT refers to the possibility of future regulation when it comes to MaaS, although it recognises the technology is currently in its infancy. The guidelines read: “A code of practice will enable us to support MaaS as it grows without introducing regulations at a time that could stifle innovation in this emerging industry. A code of practice will also provide an opportunity to gather further evidence in a structured manner to understand if and where regulation might need to be brought forward in the future.”
