Before I become a Coach Operator, I drove a welfare ambulance.
We took OAP and disabled people to lunch clubs, shopping and days out. It was run by the local council. I had no PCV license and was 20 years of age, and I did this for 17 years.
At no time did money change hands – I was paid by the council. This is the type of thing that became Section 19. This was the type work it was introduced for – not to poach work from coach operators.
